NRPUP
National Reconciliation Party for Unity and Prosperity
Focused Digital Campaign Plan
Two solutions.
One mission. Win.
Solution 1 — AI Mobilisation: reach every voter by phone, fed with real contacts gathered door-to-door by field agents. Solution 2 — Election Monitoring: protect every vote on election day. Both built in 4 weeks and run by a dedicated team in Uganda, safely outside Zambia.
The Concept — In 60 Seconds
What we are offering, in plain language
NRPUP gets two solutions, delivered by one dedicated team based in Uganda. That is the whole proposal. Everything below is detail.
1
AI Mobilisation — win votes before election day
Door-to-door teams collect real voter names and phone numbers using our canvassing app. The AI system then talks to those voters on WhatsApp and SMS — every day, in their language — until election day. The ground team feeds the AI. The AI multiplies the ground team.
2
Election Monitoring — protect votes on election day
Every polling agent submits results from their station the moment counting ends. Leadership watches a live map of the whole country and knows the real numbers before anyone announces anything.
🇺🇬
Delivered by a dedicated team in Uganda
The team sits outside Zambia — beyond the reach of local opponents and local pressure. They cannot be intimidated, raided, or distracted. Their only job is this campaign.
Solution 1
AI Mobilisation + Door-to-Door
One system, two halves that feed each other. The ground game collects real contacts; the air game keeps talking to them. Neither works as well alone.
How the two halves work together
🚶
Door-to-Door Team
Field agents visit homes and record each voter's name and phone number in the canvassing app
→
🗄️
Voter Database
Every contact lands in one central database, organised by province, district and ward
→
🤖
AI Reaches Out
The AI messages every voter on WhatsApp/SMS — answers questions, sends reminders, tracks who supports us
↻ The AI reports back which areas are weak — and the door-to-door team is sent exactly there. The loop repeats until election day.
Solution 2
Election Monitoring
On 12 August, the party that knows the real numbers first is the party that can defend them. This is the insurance policy on every vote won by Solution 1.
Delivery Model
A dedicated team in Uganda
Strategic Advantage
Operate from outside Zambia.
Stay protected. Stay focused.
Political campaigns attract attention — from opponents, from local security services, and from actors who want to disrupt. A team physically located in Uganda operates entirely outside Zambian jurisdiction: no local interference, no intimidation, no sudden "technical visits." The work continues without interruption regardless of what happens on the ground in Zambia.
🛡️
Shielded from antagonisation
No local forces can walk into the office. The team operates under a different jurisdiction and cannot be pressured, raided, or intimidated by Zambian political opponents.
🎯
100% focused on the campaign
No local distractions — no national holidays, no local political drama, no "how does this affect us" hesitation. The team's only job is winning this election for NRPUP.
⚡
Continuity guaranteed
Even if the situation inside Zambia deteriorates pre-election, the systems stay live and the team keeps building. No single point of failure inside the country.
🌐
Same time zone, daily comms
Uganda is in the same EAT/CAT zone as Zambia. Leadership gets daily updates, real-time system access, and direct lines to the team — no lag.
🔒
Data security by design
Supporter data, contact lists, and AI messaging infrastructure are hosted outside Zambia, making them harder to subpoena or compromise through local legal channels.
📈
Scales with the campaign
The team can grow quickly — Uganda has a deep pool of qualified technical talent. Headcount can double in 2 weeks if the campaign accelerates and more capacity is needed.

Delivery Detail
What gets built
Two systems. Both already prototyped and running today. The 4-week sprint is production-isation — not starting from scratch. By week 4, both tools are fully operational and in the hands of the campaign.
The tool that moves votes. By week 2 the AI is already talking to voters, and door-to-door teams are feeding it fresh contacts daily. The Uganda team manages everything — NRPUP leadership just logs in, reads the dashboard, and directs the campaign.
| Feature | What it does | Week |
| Canvassing App | Door-to-door agents record each voter's name & phone number — feeds the AI database | 1 |
| Contact Database | Import existing supporter list + daily door-to-door contacts; segment by province, district, ward | 1 |
| AI Voter Chatbot | Answers voter questions on WhatsApp & SMS in English, Nyanja, Bemba — 24 hours a day | 1–2 |
| Bulk SMS & WhatsApp | Schedule and send targeted messages by region with delivery tracking and response rates | 2 |
| Message Templates | Pre-built scripts for rally invites, voting reminders, policy positions, counter-messaging | 2 |
| Sentiment Dashboard | Track who's warm, undecided, or hostile by province — tells the ground team where to go next | 3 |
| Content Generator | AI writes social posts, flyers, and talking points on demand in seconds | 4 |
The real-time war room. When polls close on 12 August, every result from every constituency flows into this dashboard before the official count. Leadership knows where they stand — and can act on it.
- One unique login per polling station agent — works on basic smartphones
- Results submission form: votes for each party, spoilt ballots, agent count
- Three-tier verification: Agent submits → Coordinator confirms → Dashboard updates
- Interactive drill-down map already built — Province → District → Constituency
- Incident reporting with photo upload and priority escalation
- Automated SMS alert to leadership when a key constituency result arrives
- Dedicated situation room display for the NRPUP war room
Requirements
What we need from NRPUP
Focused on just these two solutions. Answers needed before development begins — most can be resolved in a single call.
| # | Question | Why it matters |
| 1 |
How many contacts does the party currently hold? Format available? |
Sizes the mobilisation database and determines SMS/WhatsApp costs |
| 2 |
Which WhatsApp business numbers does NRPUP control? |
Required to connect the broadcast system — can supplement with additional numbers |
| 3 |
Which languages are used in priority provinces? |
AI chatbot must be trained in the right languages before launch |
| 4 |
Who are the 10 provincial coordinators for the monitor? |
They receive the first system accounts and must be onboarded before election day |
| 5 |
How many polling agents will be deployed on 12 August? |
Determines the number of agent accounts and load on the system |
| 6 |
Who is the internal campaign contact for day-to-day coordination? |
One direct line to the Uganda team — critical for fast iteration |
Engagement
How we work together
One recommended model, one alternative. With 8 weeks to election and a 4-week build sprint, Option A is the only realistic path — there is no time for handover and training.
★ Recommended
Option A — Full Turnkey
Simba's Uganda team builds, hosts, operates, and supports both systems through election day. The campaign uses the tools — we handle everything technical. Fixed monthly fee plus an election-day operations fee. You focus on winning; we keep the systems running.
Alternative
Option B — Build & Handover
Simba builds and trains NRPUP's own technical staff to operate both systems. Higher upfront, no ongoing retainer. Only recommended if the party already has reliable in-house engineers — not ideal given the timeline.
4 weeks to build. 4 weeks to win.
Both systems are prototyped and running today. The Uganda team can be assembled and operational within one week of contract signature. With 8 weeks to election, there is no room for delay — but there is exactly enough time to win.
